UNESCO Guidelines for Developing Terms of Reference for Evaluations: A Results-Based Approach

The Terms of Reference (TOR) for an evaluation defines the work that must be carried out by the evaluation team. It sums up available knowledge, specifies the scope of the evaluation and outlines an evaluation method. The aim of these guidelines is to assist programme sectors in the preparation of TOR for evaluation. The main purpose is to improve the quality of evaluation in UNESCO.
